To implement the guiding principles of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) and plan the company’s development during the 15th Five-Year Plan period, the Party Committee of the company convened the November Enlarged Meeting of the Party Committee in Conference Room 207 of the office building on November 27. Company leaders including Tian Xinzhong, Wei Ligang, Li Hongchao and Hou Haoran attended the meeting.

At the meeting, all participants watched the special program Striding Forward in the 15th Five-Year Plan: Drawing a New Blueprint for High-Quality Development, which focuses on studying the guiding principles of the Fourth Plenary Session of the 20th CPC Central Committee. They also listened to a special report delivered by Tian Xinzhong, Chief Engineer and Assistant to the Chairman and General Manager of the company, titled Implementing the Guiding Principles of the Fourth Plenary Session of the 20th CPC Central Committee and Planning the Company’s Development During the 15th Five-Year Plan Period.

In the report, Mr. Tian conducted a comprehensive analysis and interpretation of the long-term development prospect of the iron and steel industry and the current situation of the steel market, in combination with the national 15th Five-Year Plan, and put forward guiding opinions for the company to scientifically plan its development during the 15th Five-Year Plan period. He emphasized that during the 15th Five-Year Plan period, the company will take “low-carbonization + intelligence + high-end product orientation” as the core, and build a green industrial chain for high-quality development through the “ultra-short process + short process” production technologies. By intensively cultivating segmented markets and integrating regional resources, the company will gain differentiated advantages in the restructuring of the high-quality special steel industry in northern China, especially in the Beijing-Tianjin-Hebei region, and realize the transformation and upgrading from a “traditional steel enterprise” to a “green service provider”.

In the tough battle of “industrial structure optimization”, the company will adhere to the principle of “consolidating, specializing and strengthening its business”, focus on “high-end, sophisticated, cutting-edge and special-grade products”, and vigorously develop high-strength, corrosion-resistant and long-service-life special steel products for new energy vehicles, high-end equipment, aerospace, national defense and military industries and other fields.

In the tough battle of “technological innovation breakthrough”, the company will concentrate resources on tackling “bottleneck” problems, make breakthroughs in key core materials and advanced process equipment, and ensure that by 2030, the overall quality of key product categories such as high-end cold heading steel, weathering steel, spring steel and high-quality prestressed steel will reach the leading domestic level.

In the tough battle of “green and low-carbon transformation”, the company will fully implement the ultimate energy efficiency and circular economy, achieve carbon peaking by 2029, and build itself into a national-level green and low-carbon benchmark enterprise.

In the tough battle of “intelligent manufacturing upgrading”, the company will build an information system aimed at “Smart Xingsteel”, which integrates intelligent decision-making, industrial collaboration, intelligent management and control, and intelligent manufacturing.

In the tough battle of “management efficiency improvement”, the company will balance short-term cost reduction and quality improvement with long-term competitiveness enhancement. It will drive product upgrading through technological innovation, optimize the cost structure through lean management, expand profit margins through market development, strengthen synergistic effects through industrial chain integration, and achieve mutual benefit and win-win results through industry-city integration, so as to promote the high-quality development of the new Xingsteel during the 15th Five-Year Plan period.

At the meeting, Wei Ligang, Deputy Secretary of the Party Committee, Deputy General Manager and Chairman of the Trade Union of the company, delivered a speech. He pointed out that the future development strategy of the new Xingsteel is highly aligned with and in step with the national 15th Five-Year Plan, and the strong policy momentum will open up broader development space for the enterprise. All secondary units and Party organizations at all levels must take immediate action, take studying the guiding principles of the plenary session as the core content of the “Three Meetings and One Class” system and departmental learning activities, and earnestly convey the spirit of this meeting to all employees.

All management personnel should, based on the report delivered by Mr. Tian, deeply understand the requirements proposed in Hebei Province’s 15th Five-Year Plan, namely “optimizing and upgrading traditional industries, promoting the transformation and upgrading of key industries, accelerating the transformation of steel products from raw material grade to material grade, and improving the competitiveness of Hebei’s steel industry in the global industrial division of labor”. They should thoroughly consider how to closely integrate the study and implementation of the plenary session spirit with the achievement of the annual production and operation goals and the planning of next year’s work ideas, further improve management efficiency, stimulate innovation vitality, win the future through innovation, create new glories through transformation, and contribute the “iron power” to the realization of the high-quality development goal of the new Xingsteel during the 15th Five-Year Plan period.
